The mount wraps around the handlebar with silicone straps and holds the phone in silicone bands. Check that it is tight before every ride, and stop before you adjust it.
How wide is the bar connection?
There is an adjustable strap that wraps around most any size handlebar and it is about 1/2" wide. Hope this is what you were wanting to know.
Will this fit over an otter box?
It is very stretchy. I don't think you will have a problem. I have a Galaxy S8 with a case, and although not an Otter Box, is still larger than the phone w/o a case and there is no problem .
